Origin and Purpose of Government
All government, of right, originates with the people, is founded on their will alone, and is instituted to protect the rights of the individual and for the good of the whole. Its only legitimate ends are to secure justice for all, preserve peace, protect the rights, and promote the happiness and general welfare of the people. The rights enumerated in this Article are inalienable by the state and shall be preserved inviolate by the state.

Right to Individual Dignity
No person shall be denied the equal protection of the laws. No law shall discriminate against a person because of race or religious ideas, beliefs, or affiliations. No law shall arbitrarily, capriciously, or unreasonably discriminate against a person because of birth, age, sex, culture, physical condition, or political ideas or affiliations.

Preservation of Linguistic and Cultural Origins
The right of the people to preserve, foster, and promote their respective historic linguistic and cultural origins is recognized.

Louisiana Folklife Program - The Louisiana Folklife Program, within the Division of the Arts, is designed to identify, document, conserve, and present the folk cultural resources of Louisiana. Folklife includes living traditions learned informally over time within ethnic, regional, occupational, and family groups.
A cooperative endeavor between Louisiana universities and the Louisiana Folklife Program within the Division of the Arts.
The primary goal of the program is to provide in-depth documentation of Louisiana's folk traditions
and to facilitate its appropriate use by the public and cultural tourism.



Center For Cultural and Eco-Tourism - University of Louisiana at Lafayette             Louisiana Regional Folklife Program, Louisiana Tech University The Louisiana Regional Folklife Program is supported by a grant from the Louisiana State Arts Council through the Louisiana Division of the Arts and the National Endowment for the Arts.        Louisiana Folklife Center, an agency of Northwestern State University of Louisiana. The Folklife Center works closely with the Louisiana Folklife Program housed in the Louisiana Division of the Arts.
